Authorities log thousands of Safer Cities violations
CEBU, Philippines — Thousands of local ordinance violations were recorded by the Cebu City Police Office (CCPO) during the implementation of the Safer Cities Initiative through operations dubbed as Oplan Bulabog, Oplan Bakal Sita, and Oplan Pakigsandurot from April 27 to May 3, 2026.
Under the leadership of City Director Police Colonel George V. Yllanan, a total of 486 operations were conducted during the period.
According to the CCPO, the recorded violations included 415 cases of drinking in public places, 277 cases of smoking in public places, 391 incidents of roaming shirtless in public spaces, and 606 curfew violations involving minors.
Authorities also recorded 20 cases of karaoke operations beyond allowed hours, 14 incidents of vandalism, and 1,436 violations of the City Traffic Ordinance. Seven other local ordinance violations were also noted, while no cases involving illegal structures or road obstructions were recorded.
In total, 1,499 violators were fined, while 1,667 were issued warnings and subsequently released.
Oplan Bulabog focuses on anti-criminality operations and the arrest of individuals involved in illegal activities such as drugs and other crimes. Oplan Bakal Sita involves the conduct of checkpoints and vehicle inspections to intercept illegal firearms and strengthen road security.
Meanwhile, Oplan Pakigsandurot is a community engagement initiative that aims to strengthen the relationship between the police and the community through an active presence in barangays to help prevent crime.
The CCPO said the continued implementation of the Safer Cities Initiative reflects its strong commitment to maintaining peace and order in the city. Through sustained operations, coordination among units, and community participation, police authorities continue to deliver concrete results in their campaign against crime and in ensuring a safer Cebu City.
