All Cebu City brgys pass BADAC audit

CEBU, Philippines —  All 80 barangays in Cebu City have passed the Barangay Anti-Drug Abuse Council (BADAC) Functionality Audit for Calendar Year 2025.

The Department of the Interior and Local Government (DILG) confirmed a 100 percent compliance rate under the Anti-Drug Abuse Council Functionality Monitoring System (ADAC-FMS) through a letter from DILG Cebu City Director EnP Jonah Pino to Mayor Nestor Archival.

The audit covered barangay performance in 2024, measuring compliance through indicators such as organization, planning, implementation of anti-drug programs, and community-based initiatives.

The DILG explained that BADACs are mandated anti-drug councils at the barangay level, chaired by the barangay captain and composed of community representatives. Their role is to lead prevention, rehabilitation, and enforcement initiatives, ensuring that anti-drug efforts are rooted in the community.

The Functionality Audit is conducted annually to verify that councils are not only organized but are actively carrying out their responsibilities.

Barangays are rated based on their compliance with indicators that include budget allocation, program implementation, and documentation of activities.

The ADAC-FMS, an online monitoring platform developed by the DILG, standardizes reporting nationwide and allows the department to track performance across provincial, city, municipal, and barangay councils.

By requiring councils to submit evidence of their initiatives, the system ensures accountability and transparency, while also identifying best practices that can be replicated elsewhere.

DILG officials emphasized that auditing is necessary to measure effectiveness, guarantee consistency, and ensure that public funds are properly used in the fight against illegal drugs. (CEBU NEWS)
