CENRO sets rules for trash collection in Lapu-Lapu City

CEBU, Philippines — The City Environment and Natural Resources Office (CENRO) in Lapu-Lapu has begun laying down the implementing rules and guidelines for the city’s Purok-Based Solid Waste Management System, following a coordination meeting with members of the City Council and legal officers.

CENRO officials met with Councilors Rufo Bering, Annabeth Cuizon, and Emilio Galaroza, along with representatives from the City Legal Office and lawyer Ben Cabrido Jr., to discuss the Implementing Rules and Regulations (IRR) of City Ordinance No. 17-016-2025.

The ordinance institutionalizes a localized approach to solid waste management at the purok level.

The meeting, held at the CENRO conference room, focused on operational details to ensure consistent enforcement of the ordinance once fully implemented.

Under the proposed guidelines, the program will start with the establishment of designated waste stations that will serve as temporary holding areas for clustered households within a purok.

Disposal will be limited to specific hours, from 7 P.M. to midnight, and will be monitored by barangay eco-warriors.

Officials said the long-standing “no segregation, no collection” policy will be strictly enforced.

Garbage that is not properly segregated will not be collected, and only residents belonging to the identified household clusters will be allowed to use the designated waste stations.

Mayor Cindi King Chan expressed support for tightening the citywide implementation of the system, stressing that proper waste management requires cooperation at the community level.

She reiterated the city government’s commitment to improving sanitation and urged residents to take responsibility for their household waste by complying with segregation and disposal rules.

“Akong gihangyo nga atong ipadayon ang atong waste segregation efforts aron makatabang kita sa problema sa basura sa atong siyudad,” Chan said.

City officials said further consultations will be conducted as the IRR is finalized, ahead of the full rollout of the purok-based system across barangays in Lapu-Lapu City. — /BRP (FREEMAN)
