DSWD-7, PSA step up national ID registration for 4Ps beneficiaries
CEBU, Philippines — The Department of Social Welfare and Development Field Office 7 (DSWD-7), in partnership with the Philippine Statistics Authority (PSA), continues the registration of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries for the Philippine Identification System (PhilSys) ID across Central Visayas.
The ongoing registration aims to promote inclusivity and ensure that no beneficiary is left behind. PhilSys registration activities are being conducted in various cities and municipalities in the region, including house-to-house registration for bedridden and other vulnerable beneficiaries who are unable to personally visit registration sites.
The initiative seeks to cover all 4Ps households in Central Visayas and provide them access to National ID authentication services.
As of February 4, 2026, a total of 79,874 beneficiaries—representing 45.81 percent of the 174,348 target 4Ps beneficiaries in the region—have already been registered.
DSWD-7 Regional Director Shalaine Marie Lucero urged remaining 4Ps beneficiaries who have yet to register to visit the nearest PSA office or participate in scheduled National ID registration activities in their respective localities.
Lucero emphasized that the PhilSys ID plays a critical role in ensuring efficient, seamless, and uninterrupted access to social protection programs and other government interventions for 4Ps beneficiaries. Having a single and valid proof of identity, she said, minimizes delays, reduces documentation requirements, and strengthens service delivery to qualified beneficiaries.
She added that National ID registration is important not only for current 4Ps beneficiaries but also for non-4Ps individuals, as the PhilSys ID will be required for newly registered 4Ps beneficiaries and those availing of other DSWD programs and services, including the Assistance to Individuals in Crisis Situations (AICS). This requirement, however, primarily applies to repeat clients or individuals who have previously received DSWD assistance.
Accepted forms of the PhilSys ID include the PSA-issued polyvinyl chloride (PVC) card, the electronic Philippine ID (ePhilID) printed on paper with optional lamination, and printed copies generated through the eGovPH mobile application.
To further improve service efficiency, DSWD will utilize the Basta Beripikado, Mabilis ang Serbisyo (BBM) web-based platform to expedite the verification of 4Ps beneficiaries using their PhilSys registration. The system allows faster validation and more accurate data updating.
Under Republic Act 11055, or the Philippine Identification System Act, the PhilSys ID serves as a single, valid proof of identity for Filipinos and resident aliens. It simplifies both public and private transactions, such as school enrollment and bank account opening, by requiring only one ID.
Meanwhile, DSWD-7 and the Department of Information and Communications Technology Region VII (DICT-7) have forged a strategic partnership aimed at modernizing the delivery of social services across Central Visayas through digital integration.
As part of this initiative, Lucero recently visited the newly established Bagong Pilipinas eGovPH Serbisyo Hub in Barangay Subangdaku, Cebu City, where she met with DICT Secretary Henry Aguda and DICT-7 Regional Director Frederick Amores. The officials discussed the hub’s role in improving government transactions, particularly those involving DSWD Field Office 7, and explored ways to integrate shared digital platforms for a more seamless workflow.
The Bagong Pilipinas eGovPH Serbisyo Hub is designed to streamline public access to essential government services by consolidating various programs into a single digital platform. Through the integration of key DSWD services into the eGovPH system, the initiative aims to reduce processing time, enhance transparency, and improve overall client experience.
