CEBU, Philippines — Cebu City Mayor Nestor Archival has committed to a “modest” celebration of the city's Charter Day, as he is set to lead its commemoration for the first time since assuming office.

According to him, the 89th Charter Day on February 24, 2026, will highlight the recognition of City Hall employees and outstanding institutions, reflecting his belief that the essence of the occasion lies in honoring contributions rather than staging lavish festivities.

The awarding will be split into two dates, beginning on February 20 with recognition for exemplary City Hall employees, followed by a testimonial dinner on February 24 for institutions, corporations, and individuals who have distinguished themselves in service to the city.

Archival explained that while the dinner may be held in a hotel, the event will remain restrained and is intended to give dignified recognition without extravagance.

He stressed that Charter Day should not be measured by spectacle but by fairness and gratitude toward those who have helped the city succeed.

This year’s commemoration marks 89 years since Cebu City was formally established as a chartered city on February 24, 1937, through Commonwealth Act No. 58 authored by Don Vicente Rama, remembered as the Father of the Cebu City Charter.

Since then, Charter Day has been observed as a special non-working holiday under Republic Act No. 7287, passed in 1992, blending historical remembrance with civic recognition.

On the matter of bonuses for employees, Archival said the city is still reviewing its savings, contrary to his earlier pronouncement that figures would already be known during his latest press conference last Monday.

He nevertheless assured that whatever amount is available will be distributed.

He acknowledged the continuing debates on whether bonuses should be given but maintained that it is only fair to reward employees for their contributions.

No budget figures have yet been disclosed for both the awarding ceremonies and the bonuses, but Archival’s approach signals a restrained yet meaningful commemoration. — (FREEMAN)
