CEBU, Philippines — Cebu City witnessed a sea of faith and devotion yesterday as more than 1.9 million devotees filled the streets for the Solemn Foot Procession, one of the most anticipated highlights of the 461st Fiesta Señor celebration.

The six-kilometer journey, marked by prayer, hymns, and candlelight, transformed the city into a living testament of unity and resilience.

The Cebu City Disaster Risk Reduction and Management Office (CDRRMO) confirmed that this year’s turnout surpassed last year’s 1.4 million participants, making it one of the largest gatherings in recent memory.

The Basilica Minore del Santo Niño and surrounding streets overflowed with pilgrims, many of whom joined not only to honor the Holy Child but also to give thanks for surviving recent calamities.

Data showed that more than 500,000 individuals were recorded along the sidewalks and inside the Basilica Minore del Santo Niño de Cebu, waiting for the sacred image to pass.

The Cebu City Police Office (CCPO) confirmed that the procession, one of the highlights of the annual religious celebration, proceeded peacefully with no major untoward incidents reported.

Police Lieutenant Colonel Jose Los Baños, CCPO information officer, attributed the surge in attendance to devotees expressing gratitude to Señor Santo Niño after surviving a series of calamities, particularly in Cebu.

“Considering nga niagin ta og mga sunod-sunod nga mga calamity… ang atoang mga kaigsuonan nagpasalamat nga naka-survive ta,” Los Baños told The Freeman.

He added that while a few individuals fainted during the procession, they were promptly assisted by medical volunteers stationed along the route.

Los Baños also acknowledged challenges such as chokepoints along narrow streets, which caused crowding and minor delays. However, he noted that these were efficiently managed through quick adjustments and constant communication among crowd controllers.

“Pag-abot diha sa mga area nga medyo sikip ang mga kalsada, mao toy atong pinaka-challenge nga dapat atong crowd control flexible… So far, na-manage ra gyud,” he said.

To ensure public safety, more than 2,400 uniformed police personnel were deployed throughout the procession.

This year’s route began at 1 p.m., starting from the Basilica Minore del Santo Niño de Cebu. The carrozza carrying the image of the Holy Child passed through D. Jakosalem Street, Magallanes Street, A. Borromeo Street, Leon Kilat Street, and N. Bacalso Avenue. From there, it turned onto V. Rama Street, B. Rodriguez Street, and Osmeña Boulevard before returning to the Basilica.

The procession was divided into three groups: Division I carried the image of St. Joseph; Division II featured the carrozza of Our Lady of Consolation; and Division III bore the image of Señor Santo Niño.

After the four-hour sacred journey, the Holy Child returned to the Basilica at around 5 p.m., where thousands of devotees inside the Pilgrim Center awaited His arrival.

Los Baños said police deployment will be further maximized beginning today, January 18, as more devotees and spectators are expected for the Fiesta Day and the Sinulog. He assured that law enforcement operations and public safety measures will remain intensified until the conclusion of the festivities.

At the Basilica Minore del Santo Niño following the procession, Cebu Archbishop Emeritus Jose Palma presided over the Holy Mass, joined by priests from Cebu and other dioceses.

In his homily, Palma expressed gratitude for the opportunity to once again celebrate the solemn Mass with fellow clergy during the annual feast.

He noted that despite concerns over Tropical Storm Ada, the weather remained favorable throughout the major religious activities from the Fluvial Procession and Penitential Walk to the Holy Mass. Palma said this was a blessing from the Lord and a sign of the love of the Holy Child.

The archbishop emphasized the importance of thanksgiving to Señor Santo Niño, whom he described as a “magnet of love” for the countless blessings bestowed upon the faithful.

Palma also reminded devotees that even in times of calamity, faith must remain steadfast, affirming that God’s love endures and He will never abandon His people.

Gov. Baricuatro message

As Cebu marks its Fiesta Señor and Sinulog 2026 today, Governor Pamela Baricuatro called on Cebuanos to celebrate Sinulog not only as a cultural spectacle but as a reaffirmation of faith, gratitude, and shared hope.

In her message for the annual devotion to the Senyor Santo Niño, Baricuatro said Sinulog remains a powerful reminder of who Cebuanos are as a people—joyful, passionate, and deeply rooted in faith. “Sinulog brings us together not just in dance and color, but in faith, gratitude, and hope,” she said.

She noted that beyond the music and dances, Sinulog reflects a collective identity shaped by devotion to the Holy Child, which has endured through centuries of change and challenge.

Baricuatro said this year’s celebration carries deeper meaning, as Cebu continues to recover from a series of trials that tested the resilience of its communities.

“Cebu has been tested by challenges, yet time and again, we have risen—helping one another, standing together, and moving forward with faith,” she said.

Drawing a parallel with the traditional Sinulog step—two steps forward, one step back—the governor said the journey of the province may not always be linear, but it is always guided forward by faith. “Like the Sinulog dance, our journey may move back and forth, but it always leads us forward,” she said.

Baricuatro hopes that the 2026 celebration would renew hearts, strengthen compassion, and remind people to care for one another, particularly the vulnerable, the weary, and those still rebuilding.

“As your governor, I pray that the Señor Sto. Niño continues to guide our province, protect our families, and bless every home with peace, health, and hope,” she said.

She also urged the public to celebrate responsibly, joyfully, and in unity, stressing that the true spirit of Sinulog lies in shared devotion rather than excess.

Baricuatro revealed that she will personally take part in the Sinulog dance as a form of “halad,” or offering, to the Senyor Santo Niño. “There’s going to be a part nga mosayaw ko because it’s halad,” the governor said, adding that her participation is rooted in her personal devotion to the Holy Child.

She will dance with the Danao City guest contingent during the main festivities, noting that it has long been a tradition for sitting governors to join the Sinulog as an expression of faith.

Baricuatro also shared that she encouraged Mayor Archival to join her in dancing, reinforcing the spirit of unity among local leaders during the religious celebration.

Moreover, she announced that the Cebu provincial government has allocated ?10 million in financial assistance to the Sinulog Foundation Inc. (SFI) to support the logistical and operational requirements of the celebration.

The funding, announced on January 7, is intended to help SFI manage the scale and complexity of one of the country’s largest and most anticipated religious festivals.

In addition to the ?10-million allocation to SFI, the governor announced that the Capitol will extend financial assistance to local government units sending contingents to the Sinulog.

Component cities including Danao, Toledo, Carcar, and Mandaue are set to receive ?3 million each to help cover expenses for training, costumes, props, and logistics.

Participating municipalities such as Alcoy, Carmen, Dumanjug, Moalboal, and Asturias will receive ?5 million each, a move that Baricuatro said was meant to level the playing field and allow smaller LGUs to fully express their devotion through dance. — (FREEMAN)
