Crossing party lines in 2026:Pamela, Glenn share optimism

CEBU, Philippines — Despite belonging to different political parties, Governor Pamela Baricuatro and Vice Governor Glenn Anthony Soco are promoting a united vision for Cebu in 2026.

This vision focuses on unity, economic recovery, and disciplined governance, all aimed at delivering tangible results for their constituents.

Both provincial leaders, in separate New Year messages, underscored that the year ahead must be defined not by political lines but by collective action, as the province moves deeper into recovery and positions itself for sustained growth.

Baricuatro stated that 2026 will be a year of renewed hope and stronger governance. She urged the people of Cebu to embrace values such as respect, compassion, and hard work, which serve as the foundation for progress.

She emphasized that small acts of kindness and strong values can transform families and communities when people come together as one.

“Kay ako nagtuo gud nga ang gamay nga kalooy makapausab og pamilya; ang lig-on nga bili makapausab og kummunidad, ug kung magkahiusa ta, dakong kausaban gud atong makita sa Sugbo,” said Baricuatro.

The governor vowed to continue leading with care and integrity, stressing that people-centered governance will remain at the core of her administration’s decisions.

A major pillar of Baricuatro’s outlook for 2026 is economic recovery, which she described as “promising,” citing the expected entry of new investors and the resumption and expansion of international flights to Cebu. These developments are expected to boost economic activity, tourism, and job generation, she said.

“We’ll continue sa recovery stage,” Baricuatro said, adding that the provincial government is determined to ensure Cebu is ready, resilient, and united when challenges arise.

She also framed the new year 2026 as an opportunity for healing and growth, calling on Cebuanos to be better neighbors and citizens as the province rebuilds momentum.

Soco, for his part, said 2026 demands clarity of purpose, disciplined governance, and focused action that delivers results people can feel in their daily lives.

The vice governor highlighted the need for stronger and more targeted support for micro, small, and medium enterprises (MSMEs), which he described as critical drivers of local livelihoods and economic growth.

Soco emphasized that healthcare investment must be accelerated by enhancing facilities, optimizing capital spending, and improving management to ensure that quality care is accessible to all Cebuanos across the province.

He also highlighted that infrastructure is crucial for Cebu’s long-term competitiveness. Soco reiterated the importance of continuing major projects such as the Metro Cebu Expressway, the fourth bridge, and the coastal road.

He advocated for the development of a comprehensive north-to-south mass transportation system aimed at enhancing mobility and fostering economic activity. He emphasized that infrastructure projects should be well-planned and responsive to actual needs.

Looking ahead, Soco highlighted the importance of pursuing renewable energy projects throughout the province and fully implementing an integrated flood control and drainage master plan to strengthen climate resilience.

He stated that these initiatives will require disciplined execution, early planning, stronger coordination among agencies and local government units, and a focus on measurable outcomes rather than just announcements.

Beyond programs and projects, Soco stressed that 2026 must be defined by stronger collaboration among provincial leaders, LGUs, and stakeholders, grounded in mutual respect and shared responsibility.

“2026 is an opportunity to build momentum, restore confidence, and move Cebu forward with purpose.  With unity, discipline, and decisive leadership, we can turn plans into progress and aspirations into lasting impact for our people,” Soco declared.  — (FREEMAN)
