Manila consultancy firm proposes comprehensive SRP traffic study

CEBU, Philippines — A Metro Manila–based consultancy firm has formally expressed interest in conducting a comprehensive traffic study at the Cebu South Road Properties (SRP), a move that is expected to be a potential turning point in addressing years of congestion, accidents, and urban mobility challenges along the coastal corridor.

TYLin International, led by Managing Director Engr. Dante Bautista recently presented its proposal during a meeting with Mayor Nestor Archival, the South Road Properties Management Office (SRPMO), and the Active Locators Association, the City’s Public Information Office (PIO) said.

The study will form part of the proposed Cebu South Coastal Road Comprehensive Traffic Management Plan.

Bautista committed to completing the study within four to six months, but Mayor Archival urged the firm to fast-track its findings by January 2026—just in time for the Sinulog festivities, when traffic volumes around SRP typically surge even as the Sinulog will not be done in that area again.

The SRP, a reclaimed area envisioned as Cebu City’s premier urban expansion zone, has seen rapid commercial and residential growth over the past decade.

However, this development has come at a cost: monster traffic jams, frequent road crashes, and mounting frustration among commuters and businesses.

Narrow roadways, surging private vehicle ownership, and limited alternative routes have compounded the problem.

In July 2023, the City Government implemented motorcycle-dedicated lanes along SRP to reduce accidents, a move that reportedly led to fewer road crashes. Still, officials admit that piecemeal solutions are no longer enough.

Atty. Kent Jongoy, Traffic Management Board secretary, said that the traffic study will be fully funded by SRP’s active locators, with no cost to the City Government.

“This initiative came from the locators themselves. They want a master plan that’s research-based and future-proof. It’s a rare opportunity to have private stakeholders fund such an extensive study for public benefit,” Atty. Jongoy said.

He emphasized that the study will guide traffic management strategies for the next 15 to 20 years, helping the city transition toward smarter, more sustainable urban mobility.

Once done, Mayor Archival is expected to endorse the study to the Cebu City Council, including Vice Mayor Tomas Osmeña, to secure institutional support.

This initiative aligned with Archival’s vision for a smart and sustainable Cebu City by 2035—one that leverages data-driven planning and public-private collaboration.

“This is not just for SRP locators. It’s for all motorists and commuters who rely on the coastal corridor daily,” Atty. Jongoy added. — (FREEMAN)
