MCWD told: Remove pipe lines in canals
CEBU, Philippines — A Cebu City Councilor is urging the Metropolitan Cebu Water District (MCWD) to immediately remove the water distribution lines submerged in canals.
Councilor Harry Eran is also asking the MCWD to formulate and implement a comprehensive plan for the proper management, upgrading, and maintenance of its water distribution lines within the City of Cebu.
Eran’s requests are made through a resolution he has filed, which will be tackled by the Cebu City Council during its regular session this week.
The resolution underscores the city government’s concern over the safety and sanitation risks posed by exposed and improperly installed water pipes in several barangays.
According to the resolution, numerous water lines in the city remain either exposed or submerged in unsanitary drainage canals, increasing the risk of contamination and waterborne diseases.
The resolution added that these pipes have acted as obstructions within drainage systems that often trap solid waste and floating debris, resulting in clogged waterways, stagnation, and worsening sanitary conditions.
The resolution also noted that current practices, including the installation of water stub-outs far from residences, have reportedly contributed to the proliferation of unsightly and hazardous piping across neighborhoods.
Citing Republic Act No. 7160, or the Local Government Code of 1991, the resolution emphasized the city’s responsibility to ensure the delivery of basic services, such as road and bridge infrastructure, as well as to protect the general welfare of its constituents.
The resolution also cited reports that MCWD’s pipe repair activities have led to the destruction of newly paved roads, undermining the city's ongoing infrastructure improvements.
To address these issues, the resolution seeks to get the council’s approval in calling on MCWD to modernize and standardize its water distribution network using updated materials and technologies. (CEBU NEWS)
