Mandaue City JOs, contractuals to get ATMs soon

CEBU, Philippines — Job-order and contract of service employees of Mandaue City Hall will soon directly receive their salaries through their automated teller machine (ATM) cards to fast-track salary releases and avoid delays.

Mandaue City administrator Gonzalo Malig-on revealed that the administration found this to be the best way to expedite employee salaries, allowing the payments to be directly credited to them without going through lengthy processes.

Malig-on explained that this solution was implemented in response to complaints the administration had received regarding delays in releasing employees’ salaries.

With this, he said Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano wants all employees to have their own bank accounts.

He said that at present only regular employees have ATM cards that allow their salaries to be directly credited to their own accounts.

“Ang recommendation sa management nga mag ATM tanan g’yud hasta ang JO kay mas mapaspas ang payroll,” said Malig-on.

He said that having an ATM card will speed up the salary process, as it will bypass certain manual procedures and be credited directly to the employees’ accounts.

He added that this will also help minimize the practice they have observed in some offices where one or two people collect the salaries and then distribute them to the employees.

Malig-on said that this practice is prone to fostering debt and borrowing of money among City Hall employees.

“Dagko baya nga amount mao ng mag minimize ta ana kay mao man nay istorya sauna nga naa dinha ang pahuwam-pahuwam,” said Malig-on.

He added that this practice will now be eliminated since salaries will be credited directly to the employees’ ATM accounts.

“Mao lagi na ang mga estorya nga dinha mo-thrive ang mga huwam-huwam kay gi-control man sila… but of course dili na verified ang ato lang is wala nalang na nga practice kung mahimo,” said Malig-on.

With this, Ouano suggested implementing the opening of bank accounts for job-order and other employees still on manual payroll, encouraging them to open their own accounts to minimize such challenges.

Malig-on said that employees can now open their own accounts with Landbank as soon as they are eligible, since there are still newly-hired staff.

Meanwhile, existing job-order employees are required by the city administration to open their own bank accounts.

Malig-on added that the new administration is very conscious about timely salary disbursements. However, he revealed that some payrolls and vouchers from as far back as March and April are still being processed in their office.

Malig-on said they are doing their best, and although it will take a little time, they are making progress toward speeding up the process.

In fact two weeks ago, he already signed the payroll for June 15 to June 30.

“So it means wala kaabot og usa ka buwan sa among level,” said Malig-on.

“Hopefully mopadayon ang gipaspason sa ako ng giingon mangayo lang ta og gamay nga time kay nag-adjust pa man sad mi tanan diri,” he added.

Malig-on said that from their system’s point of view, the use of ATM cards is more beneficial for employees.

He added that it reduces paperwork since one step in the process can be skipped with ATM transactions. BRP (CEBU NEWS)
