Mandaue Clock Tower just mock-up structure

CEBU, Philippines — Mandaue City Administrator, Atty. Jamaal James Calipayan, has clarified that the Mandaue Clock Tower at Heritage Plaza, located across from Mandaue City Hall, is currently a mock-up structure.

He explained that the temporary installation, made of marine boards, will later be replaced by a permanent tower constructed with durable concrete panels.

“Actually, kanang clock tower nga nakabutang diha sa gawas that is just a mock-up of the clock tower gyud nga atong i-put up,” said Calipayan during an interview yesterday, February 28.

His remarks came after concerns were raised about visible deterioration in parts of the temporary structure, particularly the plywood and other materials.

Calipayan assured that the final clock tower would be as sturdy as a building and that the city government aims to complete the project in time for Mandaue City’s Fiesta Day on May 8, 2025.

The Presidencia Clock Tower was unveiled during a New Year’s Countdown event on January 1, 2024.

However, Calipayan explained that while a concept and design existed at the time, the actual clock tower had yet to be constructed. Despite being temporary, the mock-up still features an authentic clock mechanism.

The delay in using permanent materials stemmed from ongoing procurement processes.

Calipayan detailed that the procurement included two major components: the first covered infrastructure and landscaping work for Heritage Plaza, costing around P17 million, while the second involved lighting, electrical components, illuminated tiles, and panels, which amounted to approximately P18 million.

He clarified that these procurement efforts were for the entire Heritage Plaza project, not just the clock tower.

Although the procurement had been awarded as early as October 2024, the installation of final materials was postponed at the request of the Department of General Services (DGS). The delay was necessary to prioritize the city’s Christmas 2024 decorations and lights.

With the holiday decorations now removed, the DGS has instructed the contractor to resume work.

On February 27, 2025, the department met with the supplier to begin the board-up process and finalize the infrastructure work that had been put on hold.

“Gi-lift na ang suspension order, the days are already counting for them to resume work and to start the delivery and installation of the equipment,” Calipayan stated.

He emphasized that the finished clock tower would be a durable and lasting structure.

Designed to complement the Mandaue Presidencia, the tower is set to become an iconic landmark, enhancing Heritage Plaza as a tourist destination.

Calipayan also revealed the city’s long-term vision for Heritage Plaza, which includes transforming it into a museum, events center, and tourism hub.

This redevelopment will become possible once government employees and officials move to the upcoming Government Center, set to rise at the former site of the Cebu International Convention Center (CICC).
