Goverment agencies told: Uphold 10-day paid leave under VAWC

Elizabeth Marcelo - The Freeman

CEBU, Philippines — The Civil Service Commission (CSC) has reminded government agencies to uphold the 10-day paid leave for their female employees who are victims of domestic abuse.

This is in accordance with the Republic Act No. 9262 or the Anti-Violence Against Women and Their Children (VAWC) Act of 2004.

“The special leave ensures that women in government service, regardless of employment status, can address critical needs such as medical care, counseling, legal protection, and pursuing legal action. It also applies to female employees supporting child victims of abuse,” the CSC said.

The Commission issued the statement in support of the government's annual 18-Day Campaign to End Violence Against Women (VAW).

The CSC reminded government offices that under RA 9262, the 10-day paid leave is non-cumulative, cannot be converted to cash, and can be availed continuously or intermittently. Extensions beyond 10 days must also be allowed, either unpaid or can be charged from the earned leave credits.

Furthermore, the Commission stressed that the process of availing the 10-day paid leave should not be burdensome on the part of the victim and should be handled with utmost confidentiality.

“Employees must only submit a completed leave form citing RA No. 9262, along with supporting documents such as a protection order, police report, or medical certificate. Agencies are urged to ensure confidentiality and promptly assist victims,” the CSC said.

Meanwhile, the Commission also enjoined all government agencies to strictly enforce its CSC Resolution No. 2100064, which outlines rules against workplace sexual harassment, and to strengthen measures protecting women from gender-based violence.

“This annual campaign, observed from November 25 to December 12, is anchored on the theme 'UNiTEd for a VAW-free Philippines.' The 2024 sub-theme, 'VAW Bigyang-Wakas, Ngayon na ang Oras!' celebrates 20 years of RA No. 9262 while raising awareness about violence against women,” the CSC said.

To learn more about VAWC-related policies, the CSC urged the public to visit the Philippine Commission on Women website at pcw.gov.ph.  FPL (CEBU NEWS)
