Wenceslao: Segregation policy to save city funds

CEBU, Philippines — Cebu City Councilor Noel Wenceslao believes the city government could save money for garbage disposal if the “No segregation, No collection” policy is strictly implemented.

Wenceslao, chairman of the committee on budget and appropriation, said the Council recently approved the P384-million Supplemental Budget (SB) No. 2 with P145 million of it allocated for garbage collection and disposal for the last quarter of the year.

Wenceslao said the city government could reduce its budget for tipping fee at the Binaliw landfill if the “No Segregation, No Collection” policy is properly implemented.

“Hopefully by next year matarong og implement atong waste segregation policy so we can lessen the budget for our garbage collection,” Wenceslao said.

He said garbage has to be segregated into residual, non-biodegradable, biodegradable and special wastes.

The policy prohibits the disposal of trash outside the scheduled time of collection and throwing garbage under a specified distance from the household and/or establishment’s gate.

Last year, the city government started to implement this policy, but had not been strictly implemented yet.

Wenceslao  disclosed that during the Council’s deliberation of SB 2, Councilor Nestor Archival Sr. suggested to take out P20 million from the executive department’s proposed budget of P145 million so it can be allocated towards the city’s waste segregation initiative.

Wenceslao welcomed Archival’s suggestion but believes it would be better to propose the matter once the Council deliberates the 2025 annual budget. (CEBU NEWS)
