Mitchelle L. Palaubsanon - The Freeman

CEBU, Philippines — Seven legislators in Cebu are among the top 50 in the country based on the latest RP Mission and Development (RPMD) Foundation Inc.’s “Boses ng Bayan” survey.

Three are in the top 10: 5th District Rep. Duke Frasco with a rating of 90.5%, 3rd District Rep. Pablo John Garcia with a rating of 90.3%, and Mandaue City Lone District Rep. Emmarie “Lolypop” Ouano Dizon with a rating of 90.1%.

“I am grateful to the people of Mandaue for the good news I received yesterday. Sa paghatag ninyo og kompyansa sa atong pagpanerbisyo sa atong Dakbayan. 90.1% ang inyong gihatag nga pagsalig kanato pinaagi sa RP Mission and Development Foundation Inc.’s Boses ng Bayan Job Performance Rating for the first quarter of 2024,” Dizon said.

The four other top Cebu representatives are Lapu-Lapu City Lone District Rep. Cindi King Chan with a rating of 89.9%, 1st District Rep. Rhea Mae Gullas with a rating of 89.8%, 6th District Rep. Daphne Lagon with a rating of 89.7%, and Cebu City South District Rep. Edu Rama with a rating of 89.6%.

Lagon dedicated her achievement to the people of her district.

“Para ni kaninyo sixto distrito! Gitagaan g’yud ta og dakong gasa sa kahitas-an na nahimong usa ka Top Performing Representatives sa tibuok Pilipinas. Take note, dili lang ni sa Visayas ha? Sa tanan ni na lugar sa Pilipinas. Makalipay g’yud ning balitaa ug kahibaw ko proud kaayo ang taga sixto distrito,” Lagon said.

Rama likewise thanked his constituents for their overwhelming support as this national assessment shows their collective achievements and efforts with his allies in serving the people.

“Daghan kaayong salamat! It is an honor nga mapadayon ang atoang collaborative effort aron mapalambo pa ang nagkadaiyang kinabuhi sa atong mga constituent ingon man mapadayon ang maayong kaugmaon alang sa atong distrito,” Rama said.

RPMD said that this independent and non-commissioned survey placed House Speaker Martin Romualdez on top with 92.8%.

Dr. Paul Martinez, global affairs analyst and executive director of RPMD acknowledged the immense challenges and stringent evaluation processes these representatives face, emphasizing that their recognition is a testament to their dedication and hard work.

“This comprehensive system ensures that every aspect of their performance is meticulously scrutinized. A representative who excels in legislative duties but falls short in on-the-ground constituent service will see a significant impact on their overall performance rating,” he said.

The "Top Performing Representatives—Philippines" is part of the "Boses ng Bayan" national survey by RPMD. It was conducted from March 18 to 24, 2024 and involved 10,000 adult participants. It had a margin of error of +/-1% and a 95% confidence level. – /BRP (FREEMAN)
