Councilors invite DWUP to explain housing rules

CEBU, Philippines — The Cebu City Council is requesting the Division for the Welfare of the Urban Poor (DWUP) to appear in an executive session in order to apprise the body on the processes, procedure, and guidelines on how to avail and who are qualified for a housing and relocation site of Cebu City.

This has been the approved resolution of Councilor Nestor Archival in line with the purpose of addressing the problem of informal settlers who have no land of their own.

As cited in his resolution, Archival said it would also provide decent and affordable housing and relocation sites.

“There are a lot of urban poor constituents of the City of Cebu whose houses are constructed in a city-owned lot and were demolished by the city government,” Archival’s resolution reads.

It further reads, the urban poor constituents were accordingly given a slot by DWUP in a certain relocation site.

While some of them have accordingly requested housing materials and financial assistance in order to build a house of their own in the said relocation area.

“However, some benevolent individuals or entities are hesitant to give because the requestor cannot present an official document that indeed they are the recipient of the relocation site,” the resolution said.

Archival cited an example of the said case naming Jocelyn A. Claro and Elisa P. Soco whose houses are located at Block 27, North Reclamation Area that is owned by the City of Cebu.

He further cited that the said property was demolished and was told to be relocated somewhere in Barangay Quiot, Cebu City.

He also added that the said individuals were made to execute an undertaking in Cebuano dialect duly notarized but some entries are “incomplete as proof of their relocation assignment as well as Entry Permit,”

“Considering that the Affidavit of Undertaking with incomplete entries and the Entry Permit lacks the imprimatur of official assignment, there is a need to inquire upon the office of the Division for the Welfare of the Urban Poor on the processes, procedure,” said Archival.

Aside from this the City Council also requested to lay down the guidelines on how to avail and who are qualified for a housing and relocation site of the City of Cebu, as well as the requirements and the official document showing the assigned housing and relocation site. (CEBU NEWS)
