CCTO probes ‘cannibalization’ of impounded motorcycle

CEBU, Philippines —  The Cebu City Transportation Office (CCTO) is now conducting an investigation to shed light on the alleged “cannibalization” of a motorcycle that was under the custody of the office.

CCTO legal officer, Atty. Kent Francesco Jongoy, said in an interview that a complainant came to their office claiming that an impounded motorcycle has lost some of its parts.

“The said motorcycle was subject for adjudication before it was released by our acting department head, Ma’am Raquel Arce,” said Jongoy.

“Before its release, the complainant or the owner of the motorcycle came to the office in order to pay and have the violations adjudicated, and during the time of the settlement, there was no report on the missing vehicle parts,” he added.

Jongoy further narrated that it was just after the day that the motorcycle was released that the owner came back to the office claiming that the motorcycle has missing parts.

He added the office assured the complainant that they will be extending legal support to get to the bottom of the allegations.

As of last Wednesday, CCTO has reportedly made concrete actions including meeting the personnel assigned in the safekeeping area where the motorcycles are being kept.

“All of the personnel are here, and they are being investigated, we will formally give the transmittal of the complaint as soon as the complainant will be here but before the end of this day, I will be talking to the representative of the security agency tasked to secure the (safekeeping) area,” said Jongoy.

The safekeeping area is regularly deployed with 24-hour security manned with two security guards.

Jongoy also clarified that the personnel manning the safekeeping area are tasked for both administrative and security functions, which the latter is primarily manned by the security guards.

These security personnel are from a third-party, a security agency contractor. Jongoy also admitted that this isn’t the first time that the office had encountered a similar instance.

“Definitely it is being handled. Yesterday, there was an interview and I was very blunt about it that the CCTO will be on top of the investigation, we have made a concrete resolution to the case,” said Jongoy. — GMR (FREEMAN)
