Cebu, Fujian ink ‘Silk Road’ pact
CEBU, Philippines — The provinces of Cebu, Philippines and Fujian in the People’s Republic of China recently signed a landmark memorandum of understanding that governs their "Silk Road Partnership" agreement.
The Silk Road, known as a network of ancient trade routes, had connected East and West and Asian countries, fostering cultural exchange and economic growth for centuries.
The agreement is seen to function in the same vein.
Cebu Gov. Gwen Garcia and Fujian Gov. Zhao Long Tuesday, Sept. 26, led its signing at the Cebu Capitol on the occasion of Cebu and Fujian's 5th sisterhood relations anniversary celebration.
According to Sugbo News, the official Facebook news page of the Cebu provincial government, both governments forged the landmark agreement "to promote mutual understanding and friendship between the Chinese and the Filipinos and develop friendly cooperation."
Through this agreement, the two provinces would further promote exchanges and practical cooperation which has been established since 2018, and jointly promote the "21st Century Maritime Silk Road."
Also under this agreement, Cebu and Fujian would "deepen practical cooperation particularly in the agriculture sector and expand multiple export channels for high-quality agricultural products from both provinces."
They would also "continue to strengthen infrastructure cooperation, and help each other’s enterprises undertaking relevant projects, and protect their lawful rights and interests."
Other aspects of the agreement include strengthened cooperation on and further expansion of planning, development, and promotion of tourism projects between the two provinces.
Towards this end, Cebu, represented by Provincial Tourism Officer Maria Lester Ybañez, and Fujian, represented by Fuijan Provincial Department of Cultural and Tourism Director General Lin Xiangdong, also signed another cooperation agreement that would "facilitate both counterpart exchanges and cross-promoting tourist destinations."
The two provinces would likewise learn from each other’s experiences and practices in the protection and development of world heritage sites, tourism promotion, and scenic spot management.
The parties also agreed to establish friendly consultation mechanisms, strengthen support for promotional events, and bolster mutual brand promotion.
Sugbo News also reported that an overview of the history, customs and traditions of both provinces was showcased in an exhibit beneath the iconic dome of the Cebu Provincial Capitol building.
Zhao then introduced books that indicated the history and culture of Fujian, including artworks that showcased the beautiful scenery and attractions of the Chinese province.
For Cebu, Argao’s hablon (handloom weaving), a costume of a Pasigarbo festival queen, and native bags were also displayed at the exhibit.
The "Fujian-Cebu Exhibit highlights the fusion of artistic expressions between Fujian and Cebu. This artistic exchange serves as a testament to the creative dialogue that has transcended geographical boundaries."
Coffee and tea were also featured, with Garcia and Vice Gov. Hilario Davide, III served with Fujian tea while the visitors were served with Tuburan Coffee, Cebu’s locally grown coffee.
“The tea and coffee ceremonies represent two distinct yet equally captivating traditions that strengthen social connection and cultural expression," Sugbo News said.
"Whether one prefers the delicate flavors of Fujian tea or the boldness of Tuburan Coffee, it is undeniable that these beverages are etched in the hearts of every local from both provinces,” it added.
Both Garcia and Zhao then engaged in a short bilateral talk, where the Cebu governor highlighted how the unity of Cebu and China resulted in economic prosperity for Cebu.
Prior to the Capitol activities, the Chinese delegates arrived at the Mactan-Cebu International Airport and were greeted by Davide, a few Cebu Provincial Board board members, and by Lapu-Lapu City Mayor Ahong Chan.
Zhao and his delegation's arrival at the Capitol grounds was also met with a lion dance presentation and eye-dotting ceremony.
Both he and Garcia performed the ritual ceremony, which to the Chinese is meant to "empower the lion to fulfill its duty of bringing about protection, good luck, health, and prosperity for those present".
