Mayor signs order on Oplan Disiplina

CEBU, Philippines — Cebu City Mayor Michael Rama formally signed the executive order on Oplan Disiplina that took effect yesterday.

Copy of the EO, however, is not yet available as of press time.

“Ang atoang Executive Order-Oplan Disiplina, napirmahan gyud ni siya sud gyud sa takdang panahon kay effective man ni siya karong adlawa,” said lawyer Collin Russell, secretary to the mayor.

Ramil Ayuman, special assistant to the mayor, has showed some parts of the EO in a Facebook post.

Ayuman said there is a need to devise approaches that are aggressive and massive in character and will storm Cebu City with innovation, enhancements and advancement in achieving a Singapore-like city.

Along with this, unity and cooperation of everyone is expected with everything should start from one’s own home.

“Unity in diversity can only be achieved if the people will observe an orderly or prescribe conduct of behavior, self-control and enforcement of obedience, mindful that a Singapore-like Cebu City should start at home,” part of Rama’s executive order stated.

“Kini silay tanan gyud, naa man gyud ni sinugdanan ug mga pangandam pag ayo…Pero kung buot huna-hunaon ato naman ni untang naandan nga kita usa ka tawo nga matarong ug disiplinado ug klaro nga maproductive na tawo sa katalingban,” said Russell.

Even before signing the EO, Rama said regardless of whether there is an EO or not, Cebuanos should be instilling discipline and following rules and city ordinances.

“Actually dili na gani unta kailangan ning Oplan Disiplina kay naa namay mga ordinance ani, national pa gani..pero at is giving focus lang  ani nila, “ said Rama.

Accordingly, the EO mainly focuses on the environment, health and safety, sanitation, and traffic rules as well as the strict implementation of curfew, among others.

Meanwhile, those taking part of the Task Force Disiplina said they are now going after the violators especially with the signing of the EO.

Prior to the implementation of the EO,  a three-day dry run was set with the residents given reminders on what to do and what not to do to avoid getting penalized. — Decemay Padilla, LPM (FREEMAN)
