Mandaue workers’ plight: No pay for 2 months

CEBU, Philippines — Regular and job order personnel of the Mandaue City government have not received their salary for almost two months since the new administration assumed office on June 30.

Councilor Joel Seno, head of the committee on appropriation, budget and finance, laws and ordinances, good governance, and ethics of the Mandaue City Council called on officers and offices concerned to expedite the release.

“There is a need to look for ways, alternatives and/or solutions to the current predicament and likewise to avoid recurring (sic) the same problem in the future,” Seno said in a resolution he sponsored at the Council.

The Council will tackle his resolution during its session tomorrow, Tuesday.

To understand the reason for the delay, he asked the releasing officer, Human Resource Management Office staff responsible for receiving daily time records, City Budget Officer, Auditor of City Accounting Office, City Accountant, City Treasurer, City Administrator, and Head of Quality Management System to a meeting after the Council session.

Seno said the delay in the release of salary has affected the daily living of the employees.

“The delay gives rise to a high proportion of debt and if not curbed, the employees will continue to rely on the use of credit to pay for their day-to-day living expenses and this is in turn gives them no choice but to incur debt in order to be able to meet their daily needs,” Seno said.

He said that the employees will not be able to enjoy the fruits of their labor because they would then have to pay for the interest in their loans by the time they receive their salary.

“This seeks to curb further this injustice of late payment of wages or salaries without any justifiable reason,” Seno said. (FREEMAN)
