‘Harassed’ residents file complaint vs barangay captain

CEBU, Philippines - A barangay captain in Minglanilla town is facing complaints before the Office of the Ombudsman-Visayas for verbally "harassing" his three constituents while he was reportedly drunk.

Complainants Dennis Solis, James Cerna, and Charito Pacana filed before the anti-graft office administrative and criminal complaints of alleged violations of the Republic Act 6713(Code of Ethical Standards for Public Officials and Employees) and RA 3019 (Anti-Graft and Corrupt Practices Act) against Tungkil Barangay Captain Joey Camota.

"We would appreciate it if you can conduct the necessary investigation and file the appropriate administrative and criminal charges against the erring respondent in time," read part of their complaints.

In his affidavit, Pacana said Camota committed grave oral defamation against him and allegedly harassed Serna and one Genesis Aba.

According to the report, the incident happened last Sept. 23, when the complainants who were passing by the barangay hall were called by Camota who was allegedly drinking liquor right outside his office and appeared to be drunk.

Camota then started berating the complainants for allegedly posting defamatory remarks against him on Facebook.

The complainants said in the affidavit that Camota accused Pacana of having an illicit affair with another man and also challenged Cerna into a fistfight.

The complainants said that Camota was angry at them because they are supporting another candidate for barangay captain.

"I was so humiliated and defamed by such allegations of respondent most especially that it was made in front of many people," said Pacana.

Solis and Cerna also executed their separate judicial affidavits corroborating the allegations against Camot. (FREEMAN)
