Civil Service Examinations: CV gets highest passing rate

CEBU, Philippines - Central Visayas got the highest passing rate during the October Civil Service Examinations.

Results released Thursday by the Civil Service Commission (CSC) showed that Region 7 produced 1,429 passers or 14.28 percent out of its 10,010 examinees.

A total of 119,333 took the eligibility examination nationwide.

Out of 119,333examinees, only 13,152 passed the civil service examinations held last Oct. 18 for individuals who want to start a career in government.  On the other hand, 106,181 takers flunked the Career Service Examination-Paper and Pencil Test (CSE-PPT).

The total number of passers represents 11.02% of the 119,333 total examinees for both the professional and subprofessional levels.

However, the figure does not include some 56,985 registered examinees from areas where the examinations were suspended and re-scheduled to December 6 due to recent calamities. These include all testing centers in Regions 1, 2, National Capital Region (NCR) and Cordillera Administrative Region (CAR), and those in Olongapo City, Cabanatuan City, and Bongao in Tawi-tawi.

Other top performing regions of the country in terms of passing rate include Region 3 (Central Luzon), 14.02%; Region 4 (Southern Tagalog), 13.71%; Region 6 (Western Visayas), 13.43%; and Region 5 (Bicol Region), 12.34%.

Louise Marie Loreno from Davao Region and Lonn Albert Chong from Caraga led the 11,364 new professional eligibles with a rating of 86.99. For the subprofessional eligibles, Estelle Kathleen Castelo from Southern Tagalog took the top spot with a rating of 90.98.

Both professional and subprofessional tests included questions on vocabulary, grammar and correct usage, paragraph organization, reading comprehension, analogy, logic, and numerical reasoning.

The examinations also covered general information questions on the Philippine Constitution; the Code of Conduct and Ethical Standards for Public Officials and Employees; peace and human rights issues and concepts, and environment management and protection.  The CSC said successful examinees are advised to coordinate with the agency’s regional office in their area on the requirements and procedure for claiming their Certificate of Eligibility.

Not a guarantee

Dixie Gonzales, head of the Examination Services Division, earlier said passing the CSE entitles one to either a Professional or Sub-Professional career service eligibility, which is one of the basic requirements for permanent appointment to career positions in government, except for positions that involve the practice of profession or are covered by special laws.

Passing rate for the career service examinations is 80 percent.

The new sub professional eligibles are qualified to enter the first level of government service, while the professional eligibles may join both the first and second levels.

But, Gonzales said passing the eligibility examination is not a guarantee for a person to be employed in a government agency.

For permanent appointment in the career service, she said one must also acquire education, experience and training for permanent appointment to a government career service position.  — (FREEMAN)
