Rama orders minor City Hall reshuffling

CEBU, Philippines - Minor job rotations were implemented at the Cebu City Hall where concerns on security have recently caused alarm.

Mayor Michael Rama issued a memorandum appointing former Bantay Dagat Commission head Ranulfo Sebusa as the new Civil Security Unit head.

Former CSU head Ramon Ortiz Sr. will report as the head of Bantay Dagat Commission.

Lawyer Dominic Diño, the mayor’s chief of staff, said there was a need for a job rotation to improve office operations.

On February 12, a breach of security at the City Hall alarmed the city officials when the circuit breaker was shut down by an unidentified person.

“Katong problema, naa’y breaches sa security nga naa’y nakasulod nga nakadisturbo sa process sa opisina like individuals coming in, they could have been addressed outside the building. It’s a security concern,” Diño said.

He clarified that the other office involved in the rotation has nothing to do with the inefficiency of operations.

“Both has background sa military training, so there is no major adjustment,” he said.

Diño also denied that the rotation has something to do with the mayor’s warning against those who will not support his administration.

He said that Sebusa and Ortiz were appointed by the mayor in 2010 after winning the elections.

“Para lang gyud probably nga for a long time nga na-assign siya, naabot sa time nga plateau in their performance which could be the reason nganong there could be lapses ba. Too much familiarity na, ni-relax na, ang resulta dili na kaayo pleasing kay the mayor is aware of several lapses, but we are not judging them that they are not efficient,” Diño said.

He said that both will serve as head of the said offices for six months and will then be assessed.

“Probably, kun smooth sailing, i-retain nalang sila,” he said.

“Kani pud is to interrupt any boredom sa imong performance, it’s good to have movement kay ma-inefficient naman ka,” he added.  (FREEMAN)
