City Hall workers to receive productivity-based incentive
CEBU, Philippines - Cebu City Hall’s 5,000 officials and employees will each be given productivity enhancement incentives (PEI) next month.
Lawyer Mary Ann Suson, Human Resource Department Office head, announced the distribution of a one-time P2,000 PEI.
Last year, the city government granted the same amount as well. Suson said she already directed the 22 department heads to provide her a list of regular and casual employees.
According to her, the giving of PEI aims to “reward civil servants for their hard work and motivate them towards higher productivity.”
The PEI, which amounts to P10 million, will be charged against this year’s annual budget appropriations.
Section 3 of the Administrative Order No. 161 (standard incentive pay system based on productivity and performance) provides that the “incentive pay shall be based on individual personnel productivity and performance as evaluated and determined by the heads of the respective offices/agencies in accordance with the policies and standards set by the Civil Service Commission.”
The AO also mandates the grant of incentive pay “not exceeding an aggregate total for an agency computed at an average of P2,000.”
PEI, according to the Civil Service Commission, encourages creativity, innovativeness, efficiency, integrity and productivity in the public service.
It also serves as recognition for officials and employees who contributed to the efficiency of economy or other improvements in government operations or for other extraordinary acts or services in the interest of the public. — Kristine B. Quintas/NSA (FREEMAN)
