Barangay chief faces raps for falsifying docs

CEBU, Philippines - For allegedly falsifying public document, a barangay captain of Daanglungsod in the municipality of Alcoy is facing charges before the Cebu Provincial Prosecutor’s Office.

Barangay Captain Manolito Anoba violated Republic Act 3019 or the Anti-Graft and Corrupt Practices Act, according to barangay councilmen Ailla Jeza Montañez, Jose Ledoven Dingding and John Osorio.

“Anoba fabricated and falsified Resolution No. 013-Series of 2014 making it appear that the Sangguniang Barangay approved the same when in truth and in fact it did not,” the councilmen’s complaint-affidavit reads.

Osorio alleged that sometime in the third week of August 2014, he was approached by barangay secretary Shirley Medico, telling him that she was directed by Anoba to sign a prepared barangay resolution dated August 2, 2014 interposing no objection to the intention of Voda Krasna Beach Resort and Restaurant to establish its business in Barangay Daanglungsod.

Osorio said he refused to sign it as there was no actual approval of the resolution by the Sangguniang Barangay on the said date.

He added that, in fact, representatives from the resort were told to give the council enough time to consider their decision as their request for approval was to be submitted for public hearing.

The complaint was filed before the Office of the Ombudsman.

But acting deputy Ombudsman for the Visayas Rodolfo Elman forwarded it to the Office of the Provincial Prosecutor, saying the matter is within its jurisdiction and competence. — Mylen P. Manto/NSA (FREEMAN)
