Winning CCMC bidder pits P275M

CEBU, Philippines - With a bid of P274.98 million, a joint venture of a Cebu and Manila-based companies emerged lowest among seven participating bidders wishing to undertake Cebu City Medical Center’s first phase construction.

Cebu’s WTG Construction and Development Corp. and Manila’s E.M. Ureta won the bid for placing P274,975,904.

Bids and Awards Committee Chairman Engineer Jose Marie Poblete, though, said WTG/E.M. Ureta’s bid is still subject to post-qualification evaluation and critical or arithmetical computations.

The final bid evaluation will be announced seven days after the initial announcement of lowest bidder.

“It doesn’t follow that if you’re the lowest bidder, it will be awarded to you because there’s still has a post-qualification evaluation. There is a possibility na ma-change ang winner after the evaluation,” he said.

After the post-qualification assessment follows the lowest calculated bid and lowest responsive bid. Then the committee will give recommendation to the local chief executive to award the project, signing of contract and notice to proceed. The entire process would take at least one month.

The official lowest bidder will be given one year to finish the first phase of CCMC building.

Councilor Delos Santos said the project need not require council’s approval since the money was solely intended for the construction of CCMC for a cost of P314.3 million

Meanwhile, Dakay Construction and Development Corporation and Duros Development Corporation were disqualified from undertaking the project after they submitted their proposals yesterday at 9:38 a.m. and 9:39 a.m., respectively.

The BAC said the contractors failed to follow the 9:30 a.m. deadline as stipulated in the invitation of bid and instruction of bidders.

The committee said further that it was incumbent upon the participating bidders to inquire or clarify on the matter of proposal.

The General Welfare Clause of the Local Government Code provides that, “the city government has the right to accept or reject bidders.”

In a letter addressed to Poblete, WT Construction, on the other hand, had withdrawn its bid, saying they can no longer cater and perform the project because they are bombarded with existing projects and other circumstances. 

The participating bidders were C.E. Padilla (P288.89 million), E.M. Cuerpo Inc (P313.93 million) and SCDI Gen. Construction (P281 million). — (FREEMAN)
