Landfill to get equipment to process waste plastics

CEBU, Philippines - The Yokohama-based Mansei Recycle Systems Co. Ltd. is set to establish an intermediate waste plastics processing facility at the motor pool area of the Inayawan Sanitary Landfill.

In line with this development, the Cebu City Council approved the purchase of fencing materials amounting to P250,000 to protect the facility.

“The fencing materials are requisites in the establishment of the waste plastics processing facility under the JICA(Japan International Cooperation Agency)-assisted ‘Pilot Survey for Disseminating Small and Medium Enterprises Technologies’of the Yokohama-based Manseir Recycle Systems Co. Ltd. As provided for by the Minutes of Discussion signed on December 18, 2013 beween the city of Cebu, JICA, and Mansei,” said Randy Navarro of the Cebu City Environment and Natural Resources Office.

Upon Navarro’s request, Councilor Nida Cabrera authored a resolution to charge the amount to the Philippine Amusement and Gaming Corporation funds.

“The purchase is consistent with the revised guidelines on the use of PAGCOR funds, specifically for projects necessary for the effective implementation of the City’s solid waste management,” the resolution reads.

Cabrera said the establishment of a facility that will process existing waste plastics in the landfill is consistent with the objective of finding solutions for the rehabilitation of the landfill after it reached its full capacity.

Cabrera said JICA has shouldered the cost of the equipment amounting to $300,000, including the transportation and importation fees, taxes and customs duties.

She said that the equipment will be operational for two years.

“The Cebu City government acts as caretaker of the equipment until ownership of the equipment is turned over by JICA to the city after completion of the two-year pilot period,” the resolution said. – (FREEMAN)
