Capitol to post-qualify 2 other security bidders

CEBU, Philippines - The Provincial Bids and Awards Committee has considered for post-qualification evaluation the two other security agencies that submitted responsive bid to supply security services at the Capitol following the disqualification of Blackpearl Security Agency.

 PBAC chairman, lawyer Mark Tolentino, said it was decided Friday to post-qualify the Tactical Security Agency and GDS Security & Detective Agency after the provincial government decided to discard Blackpearl because of several infractions that some of its guards reportedly committed, including the accidental shooting of a habal-habal driver in Barangay Apas.

Tolentino, however, said that their decision to consider the two other agencies for post-qualification evaluation process is still subject to the approval of Governor Hilario Davide III.

Tolentino said, once the governor approves the recommendation, a Technical Working Group will be organized to work on the post-qualification process.

He explained that both Tactical and GDS are now subjected to the deliberation since the two, together with Blackpearl, presented identical bid offers in their financial proposals.

The deadlock among the three security agencies was earlier broken through their list of equipment where Blackpearl emerged with the most number.

“That’s what really provided under the rules. If the lowest responsive bidder is disqualified in the post-qualification which is now what happened to Blackpearl, we will post-qualify the second most responsive bidder,” Tolentino told reporters.

He added that the deliberation of the GDS and Tactical security agencies would now be up to the TWG.

Five agencies earlier participated in the bidding process, namely Tactical Security Agency, Inc., GDS Security & Detective Agency, Inc., Blackpearl Security Agency, Davao Cavaliers Security and Detective Agency Inc., and Care Best International Inc.

 Davao Cavaliers and Care Best were disqualified during the first part of the bidding process due to its failure to complete the requirements for eligibility, which includes legal and technical components.

 Davide, in a separate interview, said he will convene the PBAC once he receives the committee’s resolution to discuss the recommendation. He is expected to sign the recommendation today.

He further wanted the matter regarding the procurement of the security services to be resolved within the week.

Meanwhile, the re-organized PBAC is now being chaired by Tolentino with Provincial Legal Officer Orvi Ortega as co-chairman.

Davide issued an executive order that fused the BAC-Goods and Services and BAC-Infrastructure effective June 15.

The new PBAC is now composed of Provincial Assessor Alma Sibonga; Provincial Engineer Hector Jamora; and Provincial General Services Office Officer-in-charge Jone Siegfred Sepe. (FREEMAN)
