2 Japanese, 2 others arrested for drugs

CEBU, Philippines - Two Japanese nationals who are in Cebu to study English as a second language were caught in the act of allegedly smoking marijuana in the comfort room of a bar along Mango Avenue, Cebu City last Saturday morning.

 San Chi, 25 and Yano Fumiaki, 20 were apprehended by two bicycle cops, PO2 Abraham Jugan and PO1 Archie Wo, of the Tourist Police Unit around 2:30 a.m.

Chi is a resident of Osakahu Kotobuityou, Japan while Fumiaki lives in Kumamotoshi Shinyashiki, Japan.

 They were reportedly in a pot session using an improvised wooden pipe containing suspected crushed marijuana leaves inside the rest room when caught by the police.

The suspects were then brought to the office of the Tourist Police Unit of the Cebu City Police Office while the recovered evidence was brought to the PNP Crime Laboratory 7 for chemical analysis.

 Meanwhile, in a separate incident, Rodrigo Loreto, 31 and Eduardo Yaun, 18 were arrested around 6:30 a.m. Saturday at Barangay Antipolo, Medellin, Cebu.

 Operatives of the Medellin Police Station anti-illegal drug team headed the buy-bust operation led by Chief Inspector Fructuoso Lim Jr.

The subject of the operation was Loreto but since Yaun was also in the alleged drug den, he was also arrested by the police.

 The drug den is allegedly maintained by a former police officer, Rubi Jess Cabucos, who was charged for violations of Republic Act 9165 and Republic Act 8294 on April 15, 2010.

 Cabucos and Loreto was arrested by the Provincial Intelligence Branch of Cebu Provincial Police Office on February 3, 2011 for the same violations but were able to post bail.

 The police were able to confiscate nine small pieces of transparent plastic packs containing white crystalline substance believed to be shabu, P200 buy bust money, P100 cash in different denominations believed to be proceeds of the illegal activity, three pieces of tin foils used as tooters, six pieces of hand-rolled tin foils, and one shabu container.

 Other evidences recovered from the drug den included four pieces of lighter, two rechargeable flashlights, three units of cellular phones, one identification card bearing the name of Kenny Jay Vergas, a black backpack, and a black Honda motorcycle without a plate number.  (FREEMAN)
