Oliva out of Capitol

CEBU, Philippines - Hours after her first meeting with staff members and having discussed the goal to double the revenue generation of the provincial government, not to mention a lively sample of the dancing collectors moves, Provincial Treasurer’s Officer-in-charge Ofelia Oliva was replaced from her office.  

Last Wednesday afternoon, an order from the Department of Finance (DOF) arrived, revoking the appointment Oliva as OIC of the Provincial Treasurer’s office making her stay short-lived of less than two days.  

According to the department personnel order from the DOF, “in the exigencies of service and in order not to disrupt the local treasury operations of the Provincial Government of Cebu, Ms Ma. Yolanda Cabando, administrative officer V of the Provincial Treasurer’s Office, is hereby designated as in-charge of office, Office of the Provincial Treasurer of Cebu, for a period of one month, effective 27 June 2013 up to but not beyond 26 July 2013, unless sooner revoked.

“Prior her assignment, Cabando was the chief of the cash disbursement. 

Oliva went to the Provincial Capitol last Tuesday noon after receiving an order from the regional office of the Bureau of Local Government Finance (BLGF) designating her as the OIC of the office for a month.  

But in the order yesterday of DOF, it stated that the executive director of BLGF has not confirmed the issuance of the Regional Special Personnel Order. “...said DPO deemed null and void.”  

The order was signed by DOF Secretary Cesar Purisima.  

Yesterday, Oliva did not report to her office anymore.  

In an interview with the media last Tuesday though, Oliva said that she laid out her plan of action for the Provincial Government specifically on revenue generation even without knowing if her stay in the capitol would just be for a month or longer.  

She said though that prior her arrival in the capitol last Tuesday, she confirmed with their regional office whether the stay was only for a few days in connection to the few days left in Governor Gwendolyn Garcia’s stay in the Capitol.  

But Oliva said that she was given confirmation that it was for a month.
