PNoy signs law creating Talisay State College

CEBU, Philippines - Talisay City College is now Talisay State College after President Benigno S. Aquino III signed the law creating new state colleges and universities in the country including those found in the provinces of Cebu, Iloilo, Oriental Mindoro, Compostela Valley, Leyte, and Surigao del Norte.

Aquino signed Republic Act No. 10594 establishing a state college in Talisay City, Cebu, to be known as Talisay State College. The new state college will offer undergraduate and graduate studies in science, education, agriculture, fishery and industrial fields, and other relevant areas of study.

Outgoing Cebu Rep. Eduardo Gullas, who authored the bill, said that with the bill’s approval, the Talisay City Government will soon be freed from spending for TCC, which includes its capital outlay expenditures and other similar expenditures, as the school will soon depend on funds from the National Government.

TCC was ranked first in the Licensure Examination for Teachers, with 71 out of 81 takers passing the exams. It was the third in three consecutive years that the school ranked at the top of the teacher’s board exams.

Within 120 days after approval of new measures, the new state colleges and universities must submit a five-year development plan, undergo a management audit in cooperation with Commission on Higher Education, and set up organizational, administrative, and academic structures.

The new educational institutions will also enjoy academic freedom and institutional autonomy.

These facilities will likewise provide scholarship programs to assist poor but deserving students who qualify for admission. No student shall be denied admission to the college by reason of sex, religion, cultural or community affiliation or ethnic origin.—/MIT (FREEMAN)
