Salubre continues duties as provincial treasurer

CEBU, Philippines - While waiting for the dismissal order from the Office of the Ombudsman more than 20 days ago, Atty. Roy Salubre continues to perform his duties as the Provincial Treasurer of the province of Cebu.

Salubre said this is not a problem even with the presence of Manny Guial, the appointed treasurer of Acting Governor Agnes Magpale.

Salubre confirmed yesterday that he is still the chief of the Treasurer’s office and continues to perform all his obligations.

This despite the pending dismissal order from the anti-graft office against Salubre after having been found guilty for grave misconduct together with Governor Gwendolyn Garcia, former Provincial Board member Juan Bolo, retired provincial assessor Anthony Sususco, Engr. Eulogio Pelayre and Provincial  Accountant Emme Gingoyon, in relation to the purchase of the controversial Balili property.

Salubre said Guial’s appointment does not hamper his responsibilities. “No problem. What is necessary is for the regular flow na mapadayon. (…to continue.)”

Although having appointed Guial, Magpale admitted that it cannot take effect since Salubre’s dismissal has not been implemented yet.

“Siya (Salubre) pa gihapon mu-sign but Manny is there,” Magpale said, adding that they are also waiting for a copy of the dismissal order.

As of yesterday, Salubre said that they still have not received a copy of the dismissal order which in his case, shall be implemented by the Bureau of Local Government and Finance.

While Garcia and Bolo were cleared under the Aguinaldo Doctrine, Salubre and the rest have been ordered dismissed from service with all their benefits forfeited.

But Salubre said that he will be seeking for a Temporary Restraining Order which they have prepared for while waiting for the dismissal order.

Salubre said that the delay of the arrival of the order has been both a blessing and a problem for them explaining that while it has prepared them well for their appeal, it has also made the agony longer for them.

Salubre said that once they receive the dismissal order, they will immediately file for a TRO.

“We are hoping na ang Court of Appeal mu-side nato,” said Salubre, adding that they hope for the annulment of the dismissal order and for them to be given due process.

The respondents have questioned the validity of the decision considering that they were not made to reply on the administrative case as their right
