Negative in confirmatory test CITOM rehires 16 enforcers

CEBU, Philippines - The City Traffic Operations Management rehired the 16 enforcers who were found negative of illegal drugs during the confirmatory test, but is still terminating the service of 13 other enforcers after January 31.

CITOM Assistant Department Head Rafael Christopher Yap said the 13 enforcers, including two parking aides, will no longer be renewed for various reasons.

He said employees were either caught several times missing in their areas of responsibility (AOR), tardy or with pending complaints.

He said some of them were facing complaints for alleged extortion from motorists.

Yap did not elaborate further.  The 13 enforcers are all casual employees with contracts renewable every six months.

They will stop working after January 31.

As to whether they will still receive the second tranche of the P20,000-bonus promised by Mayor Michael Rama last year, Yap said it will depend on the guidelines of the Human Resource and Development Office.

Mayor Michael Rama has not announced yet the release of the second half of the P20,000 bonus.

Yap said if it will not be released within this month or within the 13 enforcers’ employment period, only the HRDO can answer.

But Rama earlier said that those who are still with city hall when the half of the bonus is released will be able to receive it.

The 16 enforcers who were barred from reporting after they tested positive of shabu during the drug screening, but negative during the confirmatory test, are now back on field.

Yap said they were rehired since they really have no basis not to renew them. When these 16 enforcers were tested, there were other 74 enforcers tested. CITOM has around 300 enforcers. (FREEMAN)
