“Quack” doctor arrested for molesting minor

CEBU, Philippines -  A quack doctor was arrested by the Oslob police for allegedly raping his minor patient almost two years ago in Barangay Looc, Oslob Monday evening.

Armed with an arrest warrant for rape in relation to RA 7610 or Special Protection of Children Against Abuse, Exploitation and Discrimination Act, police arrested Eliseo Omaya Emia, 56, at his residence around 6:00 in the evening.

The warrant was issued by Hon. James Stewart Ramon Himalaluan, presiding judge, Regional Trial Court, Branch 62 in Oslob.

Emia was tagged as the number three most wanted person in the town of Oslob. He is now detained at the Oslob stockade pending request of commitment order from the court for his transfer to the Cebu Provincial Detention and Rehabilitation Center.

Bail recommended for Emia’s temporary liberty is P200,000.

PO3 Nelson Saquibal, chief investigator, recalled that it was sometime in 2011 when the victim was taken by her parents to the house of Emia to be treated.

Emia reportedly took the victim inside a room and barred the parents from entering. There, Emia allegedly molested the girl.

It took a long time for the police to arrest Emia because he had been hiding in different places.

“Among nahibaw-an naabot ni og Mindanao aron mutago unya naa mi madawat nga info nga mauli pero dili lang namo masakpan,” Saquibal said in a phone interview. (We heard he went to as far as Mindanao. He has been very elusive.)

It was last Monday evening when a police asset informed the police of Emia’s presence at his residence celebrating the birthday of his child. —/JPM (FREEMAN)
