3 city casuals terminated without proper notice

CEBU, Philippines - Three Cebu City casual workers were terminated from their job effective August 1 without proper notice.

Maricar Tariman, Ike Parinasan and Ronilo Patalingjug were assigned with the Women’s Commission.

Councilor Leah Ouano-Japson said the termination order signed by Evangeline Abatayo, acting head of the Human Resource Development Office (HRDO) were received by the three employees only on the day of its effectivity.

The order also did not state the reason for their termination.

Japson who sits as member of the commission being the chairman of the Women and Family Affairs of the Cebu City Council said the personnel division should have notified the concerned employees days prior to the effectivity of the termination.

The contracts of the three employees were supposed to end on Dec. 31, 2012.

In a press briefing at City Hall yesterday, Abatayo announced that there were 71 other casuals whose contracts were not renewed by the mayor last January.

Although Abatayo could not categorically state the reason for the non-renewal of the contracts, she believes that it was in line with the mayor’s pronouncement that he will not allow corrupt, lazy and those who engage in rumor mongering among the city employees to continue working at City Hall.

Records show that there were 10,305 recorded tardiness and 3,716 undertime committed by most of the 5,000 City Hall employees during the first six months of the year.

Abatayo is the head of the Office of Civil Registrar but Rama gave her an additional task to head the HRDO effective July 16, to implement reforms and discipline among the city personnel.

Rama admitted he will not be hesitant to remove the lazy and corrupt workers of the city, but he will comply with the provisions of the law.

This is the reason he asked Abatayo to head the HRDO because she is a lawyer and the Outstanding Department Head of the Year.    - THE FREEMAN
