Mayor Rama appoints new city accountant

CEBU, Philippines - Cebu City Mayor Michael Rama implemented another movement among his department heads, this time revoking his previous order designating Marietta Gumia as OIC City Accountant and replacing her with Assistant City Accountant Diwa B. Cuevas.

In a memorandum dated April 25, Rama designated Cuevas as OIC City Accountant effective upon receipt of the memo yesterday.

In a separate order, he revoked Gumia’s designation as OIC City Accountant and ordered her to report back to her mother unit, the City Budget Office, where she will exercise again the duties and functions of an Assistant Department Head.

Human Resource Development Officer Veronica Morelos said that the recent move is the Mayor’s management prerogative.

Rama earlier announced that there will be movements among the departments.

Prior to the city accounting, the mayor transferred Cathy Yso, former head of the Department of Social Welfare and Services, to the Local Disaster Reduction and Risk Management Council as Executive Officer.

Yso was replaced by Esther Concha, a former Executive Assistant of one of the city councilors.

Concha now heads the DSWS in an acting and coterminous capacity.

Since Rama took over City Hall, he has implemented several changes in the assignments of officers, which is usual in any local government unit changing administrations.

Last year, he designated Arlene Rentuza, who was the City Accountant before Gumia, to the Internal Control Office.

He also replaced Dr. Myrna Go, former Chief of Hospital of the Cebu City Medical Center, with Dr. Eduardo Sedoripa, who later resigned and was replaced by Dr. Gloria Duterte.

Former City Health Department Head Fe Cabugao was replaced by Dr. Stella Ygoña. He also assigned Morelos as head of the HRDO.

He also transferred Danilo Gabiana, former Division for the Welfare of the Urban Poor chief, to the Department of Public Services. Gabiana was replaced by lawyer Collin Rosell.

Early this year, Rama transferred former Management Information and Computer Services (Mics) Chief William Cris Artajo to the Cebu City Environment and Natural Resources Office (CCENRO) as Officer-In-Charge.

Meanwhile, the city government distributed yesterday a quarter’s worth of incentives for barangay officials of the 80 barangays at the Mariner’s Court in Pier I.

Barangay captains received P15,000 allowance for the months of January, February and March. Barangay councilmen received P9,000 while barangay treasurers and secretaries received P6,000. — (FREEMAN)
