Civil registrar is Cebu City's outstanding department head

CEBU, Philippines - Cebu City civil registrar Enageline Abatayo is this year’s outstanding department head.

Abatayo scored high among all the nominees for the award based upon the evaluation conducted by the seven-member selection committee and Mayor Michael Rama.

She and the rest of the awardees were scored for their performance, achievements, leadership, personality and work attitude and cooperation for the last 12 months.

Fifty percent of the total score was drawn from the scores given by the members of the selection committee while the rest is from the score given by the mayor.

The mayor gets to score only for outstanding department head, outstanding assistant department head and the outstanding department.

All department heads were automatically nominated to be outstanding department head but only four submitted their credentials.

The outstanding assistant department head goes to Secretary to the Mayor Belinda Navascues of the Office of the Mayor. The outstanding department is the Cebu City Medical Center.

Veronica Morelos, Human Resource and Development Office and also a member of the selection committee, said that CCMC scored high among all the departments. The score they got from the Mayor also contributed.

One of the members of the selection committee who refused to be named said CCMC indeed showed great improvement for the past year.

The outstanding division chiefs were Florito Dugaduga of the Public Information Office under the Office of the Mayor, Juanita Monina Paires of the City Treasurer’s Office Tax Mapping Division and Engineer Jason T. Bongcales of the Office of the Civil Registrar.

The outstanding section chiefs were Cebu City Zoo Animal Keeper III Giovanni Stephen Romarate, City Health Department Medical Specialist I Dr. Ilya Tac-an, CCMC Administrative Office II Rey Cris Panugaling and City Budget Office Administrative Office IV Elpidio Danilo Cortz, Jr.

There are eight outstanding Rank and File employees to receive the award today. They are Mark Jason Tirol of the City Accounting, Corsina Bañez of the City Treasurer’s Office, Prescilla Rastrullo of the City Traffic Operations Management, Harold Alcontin of the Management Information and Computer Services, Virgilio Cabahug of the General Services Office, Dr. Avelina Ruiz of the City Health Department, Francisco Gica of the CCMC and Ridolito Ybañez of the Civil Registrar.

The awarding will be held today at the Casino Español. Awardees will receive cash incentives and a plaque. — (FREEMAN)
