Two ordinances set for public hearing
CEBU, Philippines - A public hearing will be held tomorrow on the proposed ordinance that seeks to provide incentives to individuals and establishments with outstanding and innovative ecological solid waste management.
Also scheduled for public hearing on Wednesday is the proposal to require applicants for marriage license to plant trees.
Cebu City Council secretary Cynthia Kahulugan said the members of the council will give all interested parties and individuals the opportunity to be heard. She urged the public to participate in the process and be heard.
Councilor Nida Cabrera’s proposed ordinance seeks to grant rewards like tax exemptions and other forms of incentives to establishments and individuals with outstanding solid waste management.
Cabrera also proposes to require couple’s applying for marriage license to plant trees. According to Cabrera, giving incentives will encourage the participation of the private sector in the effective solid waste management.
The Cebu City Environment and Natural Resources Office (CENRO) is tasked under the proposed ordinance to assist and recommend deserving private persons or industries.
The plan is that those who have outstanding and innovative projects that will minimize the volume of garbage in their respective areas shall be recommended for tax exemptions and other non-fiscal incentives such as simplified procedures for the importation of equipment and the export of processed products, as well as to facilitate the provision of a financial assistance program.
Cabrera said aside from the incentives that can be availed of from different government agencies, the Cebu City government will also grant incentives to the concerned qualified private groups, entities and individuals.
Another proposed ordinance of Cabrera will require marriage license applicants to plant at least five tree seedlings and to attend a solid waste management lecture. (FREEMAN)
