Liloan seeks proposals

CEBU, Philippines - The Muncipality of Liloan is empowering its youth constituents to propose projects and programs online through its website and social networking site.

For the youth ages 16 to 25 years old, Liloan introduced the “Our Liloan, Our Home, YOUr Project” through Facebook which aims to engender a sense of ownership of government projects among the constituency.

It also aims to increase the level of public involvement in the planning and implementation of government projects.

The proponent can be a single individual or group of individuals of up to five persons and must all be bona fide residents of Liloan.

As the main focus of the project proposal, the proponent shall select one from the 8-point agenda of Mayor Vincent Franco “Duke” Frasco, as indicated in Liloan’s website, www.liloan.gov.ph.

Frasco said the municipal government will allocate P2 million for the project thus the proposal should be within the confines of said budget.

With Governor Gwendolyn Garcia giving P3.1 million to the municipality during his birthday last Thursday, Frasco said the amount will be used for the said project.

The project proposal shall include a specific description of the project along with its objectives, estimated cost and may include a program of works, project time frame and others.

The proponent shall submit a soft copy of the proposal to myliloanproject@gmail.com in Microsoft Word format on or before April 30, 2012 while printed proposals shall be disqualified.

The municipality shall select the top ten project proposals based on ingenuity, relevance, practicality, implementation cost, and over-all impact on the general welfare of Liloan. Each of the ten proposals shall receive P10,000.

The top ten project proposals shall be uploaded to the “Our Liloan, Our Home, YOUr Project” Facebook page and shall be open for public viewing. Liloanons including those living outside the country can “like” any of the project proposals.

The one with most number of “likes” by August 8, 2012 shall be chosen as the next priority project to be implemented by Frasco and shall receive P50,000. — (FREEMAN)
