CHAC proposes smoking ban in Plaza Independencia
CEBU, Philippines - The Cultural and Historical Affairs Commission of Cebu City wants smoking ban in the newly renovated Plaza Independencia.
CHAC Officer-in-Charge Glenda Gabuya suggested to Councilor Nida Cabrera to include such provision in the latter’s proposed ordinance, prescribing the rules and regulations for the use of the Plaza, which is currently pending at the city council.
“Plaza being a public place, and in order to promote public health from the harmful and damaging effects of secondary or passive smoking, it should have a provision that bans smoking in any form within the confines of the Plaza Independencia,” Gabuya said in a position paper.
CHAC declared no objection to the proposed ordinance because the body believes regulating the use of Plaza is significant to preserve all aspects of its historical value.
“The CHAC is in favor of this measure to maintain the historical significance of the Plaza Independencia by ensuring its distinctive aesthetic experience where the general public can roam freely throughout the Plaza without being distracted by ambulant vendors…without being annoyed by nagging beggars who keep on asking for alms…and without fear for their personal safety or property from pickpockets, snatchers, muggers and other criminal elements,” Gabuya added.
CHAC also suggested to include a provision where violators have the option to just pay a compromise fine of P500 to avoid the hassles and inconveniences of protracted court litigation.
For Department of Tourism -7 Director Rowena Lu Montecillo, the proposed rules are vital for the sustainability of this historical landmark.
She also suggested to the council the inclusion of a provision for safety and security through police visibility in coordination with the Philippine National Police.
Montecillo highlighted the provisions in the ordinance that they fully support which include the Plaza hours from 6 a.m. to 10 p.m. during weekdays and 5 a.m. to 10 p.m. during weekends, the construction of restrooms and washrooms to be properly maintained, strict implementation of proper garbage disposal and strict prohibition against loitering and other disorderly conduct.
Officials of barangay Sto. Niño also submitted their position letter to the council and poses no objection to the proposed ordinance. (FREEMAN)
