Department heads briefed on hiring job orders

CEBU, Philippines - Before they hire or renew job order employees, Cebu City Councilor Margarita “Margot” Osmeña reminded City Hall department heads that job order employees are working for specific workload. 

Osmeña, chairwoman of the committee on budget and finance, met with several department heads in her office yesterday to tell them to follow guidelines in hiring job order employees.

Nine departments in Cebu City Hall have job order employees. These are from the Department of Engineering and Public Works, the department of Public Services, the Squatter Prevention and Encroachment Elimination Division, the Cebu City Planning office, the South Road Properties, the Cebu City Medical Center, the Parks and Playgrounds Commission, those assigned to the Commission on Elections, and the Fort San Pedro. 

Job order hires are not regular employees, they are only hired to work for a specific workload with minimum rate and without any benefits. They only get P320 a day on work basis.

Osmeña said that job order employees are renewable every three months. 

Department heads who wish to hire job order employees must first secure a certificate from the budget office on the existence of an appropriation.

Osmeña also told the department heads that requests to hire new job orders should have project and activity design plans within the period that they will be hired. There must also be a program of employment and order of work.

In the renewal of appointment, Osmeña said the department heads should submit accomplishment reports as to the status of the project and activity being implemented by the job order employee for the record of time they are hired.

“Renewal of job orders is not bad but they have to get a certification from the city budget office for the availability of funds so that it will not take long for the job order to get their pay,” Osmeña said.

Osmeña said the department heads must also submit the activities of the job order employee for the succeeding months that they will be re-hired. — (FREEMAN)
