CEBU, Philippines - A man believed to be a victim of summary execution was found dead in Sitio Rosebelt, Barangay Busay, Cebu City yesterday dawn.

The body of the unidentified victim was dumped beside the road, hogtied with electrical wires while his face was wrapped with a packaging tape.

He sustained several gunshot wounds to his face. Homicide investigators recovered four empty shells of .45 caliber pistol.

The man, who was wearing white shirt and brown shorts, was believed to be in his late ‘30s with brown complexion and stands around five feet and two inches. Tattoos were seen from his back to his arms.

Armel and Rowela Cerio, residents of the place, said they were walking along the road when they saw the lifeless body.

The Cerio couple immediately asked assistance from a security guard who reported the dead body to the police.

Reports said few minutes before the discovery of the body, residents noticed a multicab speeding away from the area.

The police theorized that the victim was a victim of a summary execution.

Meanwhile, another dead body of a man was seen floating in the seawaters off Pasil Fish Port in Barangay Sawang Calero yesterday afternoon.

The body of the unidentified man was discovered around 2 p.m. by fishermen.

Except for fish bites, police said the dead body bore no signs of injuries.
