Police reshuffling IDMB's Ylanan transferred to CPPO

CEBU, Philippines - At least 16 policemen that handle key positions at the Cebu City Police Office were affected by the reshuffling that took effect yesterday.

CCPO director Melvin Ramon Buenafe said the change of positions, which he opted to call as refilling of vacant positions, not a revamp, is implemented because some police officers were due for promotion, others retired from the service and mostly went schooling.

In the case of former City Investigation and Detective Management Branch chief George Ylanan, Buenafe said the Police Regional Office-7 has ordered for his transfer to the Cebu Provincial Police Office.

Ylanan is facing several administrative complaints the latest of which is for firing his service firearm during a traffic problem against a taxi driver in Barangay Tisa.

Newly promoted Chief Insp. Bonifacio Garciano, the former Theft and Robbery Section chief, took over Ylanan’s post as IDMB chief.

City Intelligence Branch chief, Chief Insp. Romeo Santander, was automatically terminated as officer-in-charge of IDMB while Insp. Rolando Pinili, TRS deputy chief, assume as the new chief of the TRS.

Supt. Armando Radoc was terminated as chief of Mobile Patrol Group and remains designates as Deputy City director for administration.

Buenafe said Radoc will be assigned as deputy chief of the Regional IDMB and will eventually assume the position as RIDMB chief which is currently being headed by Sr. Supt. Erson Digal.

Supt. Pablo Labra II remains CCPO’s deputy director for operations while processing his papers for his reassignment at the Aviation Security Group, Buenafe said.

Chief Insp. David Señor, from heading Traffic Patrol Group, is now chief of MPG and concurrently of the Operations Branch. Chief Insp. Aureo Sanchez, former chief of Mabolo Police Station, replaced Señor at the TPG.

Sr. Insp. Zaldy Gokotano, the current chief of Homicide Section, was designated as OIC of Crime Scene Investigation Unit while Chief Insp. Sara Jean Recla, then chief of CSIU, is now chief of Mabolo Police Station.

Chief Insp. Michael Angelo Beltran, Señor’s deputy chief at the TPG, is now chief of Talamban Police Station.

Chief Insp. Enrique Samosa, chief of Warrant and Subpoena Section, is now assigned as duty officer at Buenafe’s office while Chief Insp. Pedro Quevedo, who headed Operations Branch, took over Samosa’s position at the WSS.

Insp. Pablo Cabildo, then chief of Cebu City Public SAFETY Company, is now chief of San Nicolas Police Station while Senior Insp. Noel Lomente undergoes schooling.

Chief Insp. Ryan Devaras, chief of Mambaling Police Station, as well as Sr. Insp. Ranulfo Espina, of Talamban Police Station, are also currently undergoing schooling.

“We are supporting the career advancement of our officers here in CCPO that’s why those who sought advancement on their career asking for a transfer to a higher position, I immediately approved because we know they are concerned about the development of our career offices and PNP personnel,” Buenafe said.

The CCPO director said they will hold a formal recognition of the newly-reassigned police officers tomorrow, an activity which will also serve as fellowship party for CCPO personnel. Buenafe said he will deliver his message for them on that day.
