20 Capitol workers probed for not wearing uniforms

CEBU, Philippines - Some 20 Capitol employees were caught not in proper uniform when the staff of the Human Resources Management Office conducted a spot and random checks simultaneously in all offices yesterday.

The employees have been photographed for evidences for violating the memorandum issued by Cebu Governor Gwendolyn Garcia. They will be subjected under investigation by the Committee on Discipline and Investigation, which will then recommend appropriate disciplinary actions to the Office of the Governor.

In a memorandum issued on June 3, 2011, Garcia reminded all employees to strictly adhere to the existing policies on office uniform, proper attire and grooming and wearing of appropriate shoes in the workplace.

Garcia directed the HRMO to conduct spot and random checks and to properly document the findings.

Employees caught by Civil Security Unit personnel and security guards violating the policy should be brought to the HRMO for confirmation.

Service-paid and outsourced personnel are also required to observed the dress code of black pants with plain white polo for male; black skirt or black pants with plain white blouse or plain white polo for female and maternity dress for pregnant.

HRM Officer Noli Vincent Valencia said his staff who conducted the checks found out that some employees have their uniforms with them but they just hanged it while others also changed their shoes to slippers while inside the office.

Valencia said it is up to the CODI to determine the corresponding sanctions based on the documentary evidence they have submitted.

Right after the governor issued the memorandum, a staff of Provincial Board Member Joven Mondigo, Jr. was caught not wearing uniform but Garcia was able to excuse the lapses with warning to strictly “adhere the policy” after he submitted his written explanation.

Valencia said after the said incident, they gave one week to disseminate the memorandum of the governor.

Yesterday was the start of the strict implementation of the policy. —(FREEMAN)
