2 killers of Parawan cousins are BIN members

CEBU, Philippines -  Two of the five alleged killers of Parawan cousins are members of the Barangay Intelligence Network assigned at the Fuente Osmeña, Cebu City, the police said yesterday.

Cebu City Intelligence Branch chief Romeo Santander said Allan Sanchez, the alleged informant of the group, is still under manhunt operation, together with his two other cohorts, a certain “JR,” driver of the getaway vehicle and certain “Alladin.”

The police already have leads on the whereabouts of the suspects but refused to divulge any information on it.

Gualberto Librando, 60, also a BIN, allegedly witnessed the abduction and the killing of Glenn Parawan, 32, and his 17-year-old cousin, Manuel Edgardo Parawan III. 

Librando, who disclosed information to the police about the gruesome murder of the victims will stand as a state witness, police will make him avail of the Witness Protection Program, including his family, for safety.

Librando and Orlando Mijares, 49, who are now detained at the CCPO stockade, were arrested by the CIB led by Santander last Tuesday.

Librando was arrested for possessing an unlicensed .357 revolver at the vicinity of Barangay Basak-Pardo at 1:00 in the afternoon. Two hours later, Mijares was arrested for the same offense at his house in Barangay Alaska-Mambaling.

Librando alleged that Mijares was one of those who stabbed the victims using a gaff. But Mijares has denied the allegations.

The Parawan cousins were found with hack wounds and with a yellow packaging tape in their necks in Sitio Tupas, Barangay Taptap.

Glenn and Manuel were both hogtied and placed inside a black garbage bag.

On the other hand, in order to avoid using a peace-keeping team’s name in criminality, the Cebu City Police Office plans to scrutinize and to strictly check the background of the incoming applicants.

The police want to change the name of the team from BIN to Barangay Peace-Keeping Action Team.

Santander said it was based on the directive of the Department of Interior and Local Government and the Camp Crame.

The 700 BPAT members are now slashed to 200 after others failed to comply with the requirements. (FREEMAN)
