Return of powers, perks to v-guv a "tender trap"
CEBU, Philippines - The move of Cebu Governor Gwendolyn Garcia to return the powers and perks of the vice governor was described by lawyer Oliveros Kintanar as a “tender trap.”
Kintanar, counsel of the late vice governor Gregorio Sanchez, Jr., reacted to the move of Garcia to give back the authority of the vice governor to appoint casual employees of the provincial board now that the presiding officer is her ally.
Garcia offered Vice Governor Agnes Magpale the return of the appropriations intended for the Sangguniang Panlalawigan including the Legislative Assistance Fund of each of the board members so she can subsequently appoint casual employees when their contracts end on June 30.
Appropriations and the authority to appoint casual employees under SP were taken by Garcia from Sanchez then because of political differences.
But, according to Kintanar, the move is in preparation for her runningmate, Glenn Anthony Soco, should the Commission on Elections decide on his favor in the pending election protest against Sanchez.
Kintanar said it would be anomalous for Garcia not to do it now and wait for Soco to assume.
Once Soco assumes office, he will inherit what already have in place under Magpale, said Kintanar.
Admitting that it is a hard fight now against Soco because of the death of Sanchez, but Kintanar said he is working hard to protect the honor of his client.
He said he cannot discount the political power of the Garcias and the Comelec can make miracles.
Kintanar said it is his commitment before Sanchez died to continue the fight and the Comelec can expect a hard fight on the case of Soco. (FREEMAN)
