Some barangays fail to submit financial statement to city
CEBU, Philippines – Some barangay officials may not be able to receive their honoraria for this month since they failed to submit their financial statement and records to the city accounting office.
Cebu City accountant Arlene Rentuza told The FREEMAN that barangay officials are required to submit their New Government Accounting System (NGAS) report and other supporting documents for 2010 before they can process their honoraria.
But if barangay officials fail to submit the NGAS report, which includes the summary of cash payment, cash deposit and check, the accounting department will not issue an accountant's advice and the check will not be released to the barangay treasurer.
"Daghan pa gyud nga barangay ang wala pa naka-submit unya kung naka-submit na pud sila ato man nang tan-awon if nakompleto pa pud ilang necessary documents nga gi-attached," Rentuza said.
Rentuza said that barangays have to complete their reports and settle issues that suspended the release of honoraria before the assumption to office of new barangay officials on December 1.
The city accounting department requires barangay treasurers to submit documents for transactions from January to June for the October honoraria.
The honoraria for November will only be released by first week of December granting the documents for transactions for July to November are completed.
Barangay officials are beating the deadline set by the Commission on Audit for the submission of the documents in order for them to receive their honorarium for this month.
COA is asking the barangays to submit their financial statement and reports for 2007, 2008 and 2009. (FREEMAN)
