Reappointed by P.Noy: Cabaral retains post as Napolcom-7 director

CEBU, Philippines – Lawyer Homer Mariano Cabaral has retained his post as the regional director of the National Police Commission.

Cabaral took his oath of office before Cebu City Mayor Michael Rama yesterday following his reappointment to the position by President Benigno Simeon Aquino III.

The Napolcom-7 head showed up at the City Hall yesterday and showed the mayor the documents of his reappointment.

In an interview with reporters, Cabaral promised to maintain the reliability of the Philippine National Police in the region.

Cabaral plans to examine and carry out inspections to all police stations in the region to know how they are doing and their needs.

He said they can help the police to develop their expertise in their respective duties.

The Napolcom exercises administrative control and operational supervision over the Philippine National Police. Among its duties are to develop policies and promulgate a police manual prescribing rules and regulations for efficient organization, administration, and operation, including criteria for manpower allocation distribution and deployment, recruitment, selection, promotion, and retirement of personnel and the conduct of qualifying entrance and promotional examinations for uniformed members.

It also examines and audit, and thereafter establish standards for such purposes on a continuing basis, the performance, activities, and facilities of all police agencies throughout the country.

Napolcom is also the one that establishes a system of uniform crime reporting.
