Two face drug raps

CEBU, Philippines - Two men are facing drug charges after plastic packets containing white crystalline substance believed to be shabu were seized from them on different occasions.

In Talisay City, police seized the packets from Ryan Orongan Kiloan after PO3 Mikie Espina chanced upon him allegedly stealing the starter of a multicab owned by one Virgilio Rama Jr. in San Isidro, Talisay City midday last Wednesday.

The backpack from which the plastic packets were found also contained a triangular tire wrench, back wrench, open wrench, two allen wrench, electrical pliers, mechanical pliers, screw driver, iron saw, two t-shirts, and a driver’s license under the name of Romel Mendez Lebumfacil.

Police said the starter costs P5,000 and Kiloan had most likely used the equipment inside his backpack to remove the starter from the multicab.

Kiloan, a resident of Barangay Pasil in Cebu City, is temporary detained at the Talisay City Jail. Charges for theft and for violation of Section 2, Article II of Republic Act 9165 are expected against him today.

Meanwhile, a drug suspect who was made subject of a buy-bust operation in Consolacion town escaped arrest after a lookout tipped him of the presence of policemen in the area.

Police were implementing the operation in Barangay Pulpogan, Consolacion about 8pm last Tuesday against a certain Garry Capangpangan. However, one of Capangpangan’s lookouts reportedly shouted “Naay pulis!” and messed up the operation.

A brief chase occurred, but the police failed to arrest the subject. Instead, PO1 Adonis Terania accosted one Silfred Silva, 34, from whom he seized six heat-sealed transparent plastics containing substance believed to be shabu and six unused tinfoil strips.

Silva is now facing charges for violation of Sec.5 Article II of R.A. 9165. — THE FREEMAN
