To Counter Effects Of El Niño: City allocates P3.6 million for artesian wells

CEBU, Philippines - The Cebu City government will counter the effects of the El Niño phenomenon by spending P3.6 million for the construction of 18 artesian wells in different mountain barangays of the city that were pointed by the so-called water diviner Soledad “Choleng” Legaspi.

Mayor Tomas R. Osmeña already gave his go signal for the release of the budget amounting to P3,648,975 that prompted Councilor Eugenio “Jingjing” Faelnar, the president of the Association of Barangay Councils (ABC) to ask for the approval of the City Council about the project.

The City Engineer’s Office had already made the program of works and estimates for the construction of the artesian wells, which the City Council already approved.

Each of the artesian well will cost at P190,209 up to P231,155 depending on the location where the well is to be constructed.

The documents that were presented before the City Council showed that the wells be put up in the sites that were pinpointed by the 80-year-old Legaspi, a psychic that “has a special gift” in divining sources of water who was hired by Osmeña to help locate the sources of water in Cebu City.

According to the mayor, he will ask Legaspi to come back to the city and identify more possible water sources. The old woman will not use any equipment to locate the sites of water sources, but by just pointing her finger to a site which is a possible water site.

Osmeña sought the help of Legaspi because the city’s water sources, particularly in the mountain barangays, had already dried up due to the intense heat.

The mayor said that 90 percent of the sites pinpointed by Legaspi have water source, citing a case at the South Road Properties (SRP) where the old woman pinpointed an area where she said has fresh water source and was found out to be true. (FREEMAN NEWS)
