CEBU, Philippines - Murder charges were filed in court against two members of Alpha Kappa Rho who allegedly killed a 14-year-old girl in barangay Duljo-Fatima last November 2008.
The Cebu City Prosecutors’ Office elevated the charges against Franco Obiso alias Frat/Insik and Noel “Okloy” Barao before the Regional Trial Court, after finding probable cause to indict the two.
The prosecutor’s office issued its resolution after the two accused failed to submit their counter-affidavit despite a subpoena.
A 17-year-old witness had pointed to Obiso and Barao as the ones on board a bicycle and responsible for shooting Piechen Secretaria at around 3am on November 30, 2008.
The witness said he and several other friends were actually with the victim at that time when the accused fired at them several times and hit Secretaria. The witness, himself, sustained gunshot wounds on the upper left arm and left armpit.
Secretaria died at the Cebu City Medical Center hours after they were rushed to the hospital.
The witness said that prior to the shooting, a member of their group got into trouble with the group of the accused during a dance, also in barangay Duljo-Fatima.
